Running Kinney Pump Piping outside CTF

3 options for running piping outside:

1. Between Gas tanks and building. Preferred because we believe that this piping route is the easiest and "cleanest" way to route the piping. Cleanest refers to being able to route the piping without having to worry about interfering with any future jobs.
