  As you know, Russian citizens affiliated with Russian institutions cannot come to Jefferson Lab at the moment. It seems that DOE is not providing the necessary approvals for them to do so. This loss of very valuable and highly qualified users has a strong negative impact in the scientific program of Jefferson Lab.

Dear Stuart,

I am writing on behalf of the Users Boards of Directors with reference to a subject the board discussed during our last Summer meeting.

As you know, Russian citizens affiliated with Russian institutions cannot come to Jefferson Lab at the moment. It seems that DOE is not providing the necessary approvals for them to do so. This loss of very valuable and highly qualified users has a strong negative impact in the scientific program of Jefferson Lab.

While we realize that the Lab has no control over DOE regulations, we felt that we should voice our concern to you with the hope that you discuss it with DOE and come to a solution as soon as possible.
