Beginning in early 2022 a series of workshops were organized to begin to explore and develop the scientific case for a 22 GeV energy upgrade to the Continuous Electron Beam Accelerator Facility (CEBAF) at Jefferson Lab. The upgrade plans to augment the existing CEBAF, which delivers the world's highest intensity muti-GeV election beam, with fixed-field alternating gradient arcs that allow simultaneous transport of multiple beams enabling a significant increase in beam energy due to additional passes through the existing accelerating structures.  At 22 GeV, CEBAF will continue to operate at the luminosity frontier, providing world-unique opportunities to conduct high-precision studies of the emergent behavior of Quantum Chromodynamics.
