HMS

Standard matrix
The standard matrix for p0<5GeV/c. Should work up to 5.8GeV/c since we are modify the dipole central setting to give the correct ytar versus yptar. Need to cross check with other optics data b/w 5-5.8GeV/c (per Mark Jones).
- file from 2018: File:Hms recon coeff opt2018.txt
- already in hallc_replay_XEM/PARAM/HMS/GEN/hcana_fa22.param, no further change needed
- to do: check with hydrogen elastic data?
6.3 GeV/c saturated
The matrix may exists somewhere.
6.6 GeV/c saturated
