Found this dope explanation of light interacting with Modulating devices by James Kemp.

Polished iron foil resulted in a .3 mW increase. This was a fairly big difference.

The non-polished foil had a maximum of .51 mW of power flowing through the system, the polished foil however resulted in a maximum power of .8 mW.
