INTERNAL MEMO July 28, 2021 Sent on behalf of the ES&H Division SUBJECT: Mask Mandate Policy CONTACT: Steven Hoey, 361-500-7427, hoey@jlab.org Dear colleagues, The Department of Energy has reinstituted a mask mandate if the community transmission rates are identified as substantial or high. The lab closely monitors community transmission rates for the five surrounding communities where the majority of the lab’s population resides. As of today, July 28, three of five communities have been listed in the substantial category.
Newport News – Moderate York County – Moderate Hampton – Substantial James City County – Substantial Gloucester – Substantial Based on this increasing trend, we expect Newport News and York County to reach the substantial category shortly. These rates are based on the total new cases per 100,000 persons in the past seven days. This data can be monitored via the CDC website. Effective Thursday, July 29, at the beginning of day shift, masks are required for all employees, subcontractors, Users and visitors, regardless of vaccination status at all times except: When chewing or drinking. When inside a personal single occupancy office that has floor to ceiling walls and a closed door. When outdoors and away from others. Face coverings are also required in all government-owned vehicles, including carts. As a reminder, non-respirator coverings reduce, but don’t completely eliminate, the spread of COVID-19. They are a major component of our comprehensive array of redundant COVID-related safety controls. Gaiters and bandanas are not allowed because they aren’t considered to be adequately protective. This is particularly important as the Delta variant causes an increased viral load that is 1,000 times higher than the wild-type virus upon which our original controls were based. We continue to expect employees to provide their own face coverings, because they are widely available commercially.
